Four (4) bankers drowned following a downpour in Onitsha, Anambra State and its environs. The deceased, said to be workers of one of the New generation banks located along Obodoukwu road, Ogbaru local government area, were said to be on their way home when the incident happened.

It was gathered that the deceased had boarded one of their official vehicles, having resolved to defy the rain, which lasted till after close or work. The driver of the vehicle, said to be the bank’s accountant, struggled to beat the flood that had covered the entire road, but could not as the vehicle suddenly plunged into the drainage channeled to the River Niger.

A trader along Obodoukwu road, who simply identified himself as Okechukwu, said all the occupants of the car got drowned in the drainage as the vehicle was completely covered in the flood.

“The flood carried the vehicle to the Sakomori (drainage) which is about 15 feet deep and filled to capacity. The driver tried to resist the force of the flood but could not because of the size of the vehicle.

“I saw about four of them with one little girl as they were panicking inside the vehicle. After the rain, the vehicle was recovered with three out of the four of them,” he said.

According to him, the body of the accountant was later recovered the next day, adding that it was not certain if the little girl was carried into the River Niger by the flood.

Another witness who pleaded anonymity, said it was regrettable that the drainage constructed to control the high volume of flood in the area could wreck such havoc.

Efforts to reach the Okpoko Divisional Police Officer for confirmation proved abortive, but a Senior Police Officer who preferred anonymity said they were aware of the incident. He however revealed that the bodies had since been deposited in a nearby morgue.

Attempt to confirm the incident from the Anambra State Police Command did not yield results as the command’s image maker, Mohammed Haruna did not reply to messages sent to him.

News: Young Nigerian Innovators Receive N756.3m Award From World Bank

Young Nigerian Innovators Receive  N756.3m Award  From World Bank

The Minister of Industry, Trade and Investment(Dr Okechukwu Enelamah) said this in Abuja on Tuesday during the grant award ceremony. Enelamah said the grant was made possible through the Growth and Employment Project (GEM) financed by the World Bank IDA Credit.

The GEM project is an initiative of the Federal Government, World Bank and DFID to increase firms and businesses growth and employment creation in Nigeria.

The Federal Ministry of Industry, Trade and Investment has approved the sum of N756.3 million for disbursement to 81 Nigerian innovators as part of Federal Government’s economic empowerment initiatives.

Enelamah said the innovators were selected following a technological innovation competition organised by the Presidency, called Aso Villa Demo Day (AVDD). According to him, the project targets young Nigerian entrepreneurs with innovative business models who will contribute to the growth of the economy.

“Having awarded grants to the best three innovators that emerged winners from the 2016 AVDD national competition, the presidency engaged GEM to scale up the programme for wider impact,’’ he said. Enelamah said 289 candidates were shortlisted and after the evaluation process, 81 of them met all requirements and were selected as beneficiaries.
He said the beneficiaries were drawn from the six geo-political zones, adding that the grants would be disbursed in two separate tranches after the grant award ceremony. “GEM is about igniting businesses and building their capacity to grow and employ Nigerians. Above all, it helps solve the problem of funding faced by many of our MSMEs,’’ Enelamah said. He said the project was a 160 million dollars World Bank IDA credit with the Project Implementation Unit at the ministry.
Enelamah said the project’s objective was to increase growth and employment in participating firms in Nigeria through provision of technical assistance and grants to qualified existing firms and businesses across Nigeria.

He said the project would operate in five high growth sectors of Information and Communication Technology (ICT), Hospitality, Entertainment, Light Manufacturing, and Construction.

Eurobond: Re-Lending Withheld FAAC Dollars To FGN?

The Federal Government has borrowed US$1 billion via a Global Medium Term Note or 15-year Eurobond that became effective on February 14, 2017. It was 780 per cent subscribed at a fixed coupon rate of 7.875 per cent. Issued in the United Kingdom, the Eurobond has been listed for trading on the London Stock Exchange’s regulated market. The bond is also expected to be listed on The Nigeria Stock Exchange for trading on the FMDQ OTC Securities Exchange.

Credit for stoking international interest in the issue has been attributed to the roadshow held abroad that was graced in person by Mrs. Kemi Adeosun, minister of Finance, Senator Udo Udoma, minister of Budget and National Planning, Mr. Godwin Emefiele, CBN governor, Dr. Abraham Nwakwo, director-general, Debt Management Office (DMO) and Mr. Ben Akabueze, director-general, Budget Office. Although the Eurobond bears the tag of $1 billion, the lump sum payment realised by government was much less. The undisclosed difference between the received lump sum and the bond value represents upfront fees and sundry negotiated charges payable in dollars to Nigeria-based financial institutions (albeit with significant foreign interests), namely, the lead co-fund managers of Citigroup Global Markets Ltd and Standard Chartered Bank, both of which have Stanbic IBTC Capital as the financial adviser. So the roadshow which took place abroad won Nigeria-established fund managers whose solid reach to numerous international investors in such bonds should be taken for granted. The roadshow was therefore uncalled-for. Additionally, bearing in mind the undisclosed cost to Nigeria of the roadshow which was in scarce forex, the Federal Government collected under $1 billion in February 2017 and signed away coupon rate and redemption costs of the bond amounting to at least $2,117.5 billion by February 2032 out of its guaranteed multi-billion dollar receipts from oil exports. Clearly, the Eurobond was effectively a risk-free bounty or dash with return that dwarfs LIBOR. No wonder the offer was oversubscribed by some six times. But why is the FG celebrating the handing over of the stranglehold on future public sector receipts to private investors as “a demonstration of the strong market for Nigeria appetite and indicative of the confidence by the international investment community in Nigeria’s economic reform agenda?’’

It should be noted that Eurobond subscribers and secondary bondholders may come from different countries including, strange but true, Nigeria. In both categories of investors will be found, possibly in the majority, Nigerian individuals and institutions which are inundated with forex which they did not directly generate but still find themselves in a position to deploy for subscription readily available forex hoards obtained from the inappropriate but routine CBN auctions of wrongfully withheld Federation Account dollar allocations.
Now, did the FG need the Eurobond? The question is answered in the negative by the high likelihood that the Eurobond was open to what may be aptly termed incestuous subscription (whereby withheld FAAC dollars turn out from a part of the invested funds). It is puzzling that such possibility escaped the organisers or promoters of the Eurobond roadshow at all. In the circumstances, participants in the roadshow, who happen to be the apex fiscal and monetary decision makers, individually and collectively, professionally and politically have not served Nigeria well by embracing the Eurobond and suchlike borrowings as a solution to the so-called forex scarcity (which is artificial as will be seen shortly) facing the country. Being current holders of public offices that have existed since independence (excepting the DMO), the apex decision makers on fiscal and monetary matters are both answerable for and bound by duty to correct any inherited policy mistake whether they arose from acts of commission or omission.

Accordingly, the top fiscal and monetary officials should shed forthwith the toga of being ciphers holding office for the spoils which they wore to the unwarranted Eurobond roadshow, wake up to the respective statutory responsibility that they hold in public trust and correct the mistake made by their predecessors in 1971 upon the demise of the Bretton Woods system of fixed exchange rates. The mistake involves the CBN withholding Federation Account dollar allocations as so-called CBN’s external reserves and simultaneously substituting for budgetary spending by FA beneficiaries freshly printed purported naira equivalent. It is not naira equivalent because that step is economically synonymous with the apex bank proportionately financing the budgets of the tiers of government to the extent of withheld dollar allocations. The economy has reflected the adverse impact of the resultant excessive fiscal deficits since the 1970s.

Tragically, the so-called CBN’s external reserves (which even the FG is precluded from investing) are dissipated through auctioning in the guise of defending the value of the naira in a sham forex market. For the CBN, the naira proceeds from the dollar auctions are junk (money removed from the system for destruction). On the other hand, the auctions guarantee access to physical dollar cash (forming part of the withheld FA dollar allocations) to the even elements that neither export any goods and services nor have legitimate economic use for foreign exchange.

The dollar cash acquired from the apex deposit money banks is put to abuses that are absolutely detrimental to the national economic objectives such as currency speculation, dollarization, smuggling, stashing away in foreign lands and so on. The forex is also hoarded in domiciliary dollar accounts with no time limit which has created unconstitutional dual currency system with the naira playing the second fiddle. The limitless avenues of abuse include locking up hoards of dollar cash in private places thereby sequestering the forex from the working of the economy.

Through the Eurobond, part of the auctioned FA dollar allocations most probably formed the bulk of the subscription or forex funds re-lent to the FG at coupon rates payable in government’s future dollar earnings. The mistake if 1971 has simply finished off the economy. It therefore amounts to shedding crocodile tears for the above named successor top fiscal/monetary officials to lament the self-created forex scarcity and multiple exchange rates. Along with their predecessors, they have nursed the baneful mistake for over 46 years. Is that a mark of rational economic behaviour on the part of the most populous black country on earth? The mistake of 1971 should cease.

This newspaper has demonstrated untiringly that proper management of FA dollars would channel the country’s total public and private sector export earnings productively and provide ample forex for desirable economic activity with the FG investing part of the country’s exclusively FG-OWNED external reserves in various infrastructure and vital projects as the need for them arises.

Saying Bye To The Danfo In Lagos

Written by the Editorial Board of The Guardian Newspaper

The desire to give Lagos a world-class transportation system apparently informed the recent disclosure by Lagos State Governor Akinwunmi Ambode that he intends to remove the yellow mini-buses popularly called Danfo from the city’s roads by the end of the year. The Danfo experience in Lagos is a cocktail of sadness and joy. But there is no denying that the city deserves better and the government’s plan is in order.

Daily, commuters go through hell in the hands of miscreant Danfo drivers and their assistants who molest, assault and even rob at will. Ambode’s move should therefore be encouraged if only to curb hooliganism and touting, as well as sanitise intra-city transportation.

Although, Danfo has, over the years, become an integral part of Lagos city transport, phasing them out would create a more decent environment befitting of a modern city. But apart from the mini-buses, the menace of tricycles and motorcyclists should, at the same time, be looked into with a view to phasing them out too.

Governor Ambode made his disclosure while speaking at the 14th annual lecture of the Centre for Values in Leadership (CVL) held at the MUSON Centre, Onikan, Lagos, with the theme: ‘Living Well Together, Tomorrow: The Challenge of Africa’s Future Cities.’
He explained the significance of the infrastructural projects his administration had been executing in strategic sectors of Lagos economy, noting that they were directed at up-scaling the status of the state.

According to him, the establishment of massive lay-bys, rehabilitation of inner-city roads and construction of flyovers in different parts of the state were designed to end the challenges of urbanisation.

He said the main objective of his administration is to make Lagos the third largest economy in Africa from the current fifth position. To realise this prime goal, he insisted that the yellow buses would be removed for a more efficient and well-structured world-class mass transportation system that would facilitate movement.

He decried the present connectivity mode in the state, which he said is not acceptable and befitting for a modern city of Lagos’ status. The solution, he stressed, is to banish yellow buses this year.

There is no doubt that for decades, Lagos has been battling with a chaotic transport system in which all manners of rickety vehicles operate. There are few cities in the world where such chaos exists as it does in Lagos.

But the state government wants to turn things around by modernising the transportation system and infrastructure. The bus-stops are being modernised. Roads are widened, among others. These are commendable efforts that should be stepped up.

From the colonial times up to the 60s, train services operated efficiently and movement was hassle-free in Lagos due to low population. But the situation has been chaotic since the 70s, when mini-lorries popularly called Bolekeja and Molue dominated intra-city transportation amid high influx of people into the city. Efforts to improve the situation have been on but hardly enough to catch up with an ever growing population.

Interestingly, while the old rickety Bolekeja has totally been phased out, Molue is also on the verge of extinction, having been banned from commuting into Lagos Island.

Over the time, the Lagos Municipal transport, which operated in the 70s and 80s, has been replaced with the Bus Rapid Transfer System with modern, clean buses which started in 2007.

The train service that practically came to a stop for some time is being revived. The Lagos Monorail track lines are being constructed in order to integrate train services the overall city’s overall mode of transport. The situation will definitely change when these plans are accomplished.

The focus at the moment is on the infrastructure. The infrastructure facilities in Lagos need up-grading given the teeming population in the city. Hopefully, the plan is part of the Lagos Master Plan to make for integrated urban re-development framework.

Ambode is working very hard. But a lot still needs to be done. The endemic traffic gridlock in Lagos shows the fundamental defects inherent in the city’s transportation system due to planlessness. Dilapidated inner city roads in particular. Lack of effective mass transit system in form of rail and water transport has contributed to making movement in Lagos a nightmare.

One critical mode of transportation that has not been fully explored is water transportation. Interestingly, Lagos is surrounded by water but unlike other cities around the world with the same advantage, where water transportation is fully integrated into the mode of transport, water transportation is neglected in Lagos.

At the moment, some private operators are involved in water transportation with rickety and sub-standard boats that expose users to risk. That explains the frequent accidents on Lagos waterways. The state government should therefore integrate water transportation into its overall transport plan and private investors should be encouraged to come in.

Lagos is the fastest growing city in Africa with a growth spurt of 77 people per hour. That calls for long term planning which, happily, the current leadership seems to appreciate.
